      TESTING MANAGER

      Identified, analyzed, prioritized, changed, and tested student-based CICS, COBOL, and VSAM VM systems to ensure that the new Provincial changes were applied for Grade 9 students (timetable, grade reporting, and demographic information).

      1997-1999

      IBM CANADA, Toronto, Ontario

      PROJECT MANAGER

      Recruited and managed 3 Year 2000 conversion teams that redeveloped and tested most of a major department store's CICS, COBOL, VSAM, IMS DB, and DB2 systems to make them Year 2000 compliant.

      - Regression tested approximately 3,000 on-line and batch programs for 9 store business applications and one third-party vendor package.

      - Installed IBM's SCLM (Software Configuration and Library Manager) package product and trained technical users in its use. As a result, production source and execution libraries became reliable and approximately 30% of production objects were removed as they were either redundant or duplicates. Revised coding practices resulted in reduced maintenance turnaround time and significantly improved production reliability.

      - Regularly participated in IBM, store-executive, and store management meetings.

      1990-1997

      ONTARIO MINISTRY OF FINANCE. Oshawa, Ontario

      PROJECT MANAGER

      Project manager for the development and support of Ontario's Retail Sales Tax, Corporations Tax, and Employer Health Tax systems. Coached and counseled new and emerging project leaders. Prepared systems estimates for government taxation proposals.

      - Planned, estimated costs, acquired and managed resources, and directed the design, development, and implementation for the Employer Health Tax system. The initial delivery phase was operational, for 1.3 million business taxpayers, in 3 months.

      - Designed and developed the overall system architecture to integrate all Ministry of Finance taxation systems under one standard application and remove the stovepipe systems that currently existed. Converted the Employer Health Tax systems to this architecture.

      - Participated in the design, development, and delivery of the Corporations Tax line of business in to the new integrated system. Specific responsibilities were for the collection package (AMS), complex data migration and implementation, and for tuning the overall system architecture as necessary.

      - Managed a Year 2000 conversion team mandated to rework Retail Sales Tax IMS systems to make them year 2000 compliant.

      - Directed the integrated system production support team, comprising systems and business personnel, to deliver business and systems solutions to satisfy production problems, maintenance demands, and requests for enhancements.

      1984-1990

      ONTARIO MINISTRY OF FINANCE. Oshawa, Ontario

      SENIOR SYSTEMS ANALYST

      Maintained and enhanced Retail Sales Tax and Corporations Tax systems. Managed the development and installation of systems to: monitor and track rejected financial information; perform on-line calculations for assessments and reassessments; track paper files; accommodate Provincial Budget changes; and assist field auditors.

      - Identified all systems requirements associated with the relocation of production computer processing from Toronto to a new in-house facility at Oshawa. Managed the transfer and provided support both during, and after, the transfer.

      - Participated in a business re-engineering process, and recommended changes to business processes and computer hardware and software, for Corporations Tax. Retooling of these systems and processes capitalized on emerging EDP technology, and Ministry strategic goals.

      - Team leader for the development and implementation of the Ontario Home Ownership Savings Plan system.

      - Identified several business opportunities. Acquired, piloted, and installed processes and technology to exploit Electronic Data Interchange, Financial-Electronic Data Interchange, Voice Processing, and Document Imaging.

      1983-1984

      THE CORPORATION OF LLOYDS', Chatham, Kent, England

      SENIOR SYSTEMS ANALYST

      Designed and implemented major changes to insurance accounting systems to capture additional Broker and Underwriter information in order to supplement U.K. Balance of Payments statistics. Designed and implemented a prototype system for the direct input of Marine and Non-Marine (General and Aviation) claim information from all claim computer centers serving the Lloyds' market to the Corporation's Head Office computer facility at Chatham.

      PROGRAMMER ANALYST

      Assisted with the completion of the system conversion of Retail Sales Tax from a tape-based system to an IMS DB/DC system. Provided primary support and planned maintenance for Retail Sales Tax production systems. Tested communications links and terminal installation between Toronto and Oshawa prior to the Ministry's relocation to Oshawa

      VARIOUS POSITIONS OF INCREASING RESPONSIBILITY INCLUDING ASSISTANT OPERATIONS MANAGER, TECHNICAL SUPPORT, SHIFT LEADER, SYSTEMS ANALYST, PROGRAMMING TEAM LEADER AND PROJECT LEADER

      Designed, supervised programming, and implemented the stock demand component for a new navy supply system. This system satisfied demands for items from any Naval Dockyard, Supply/Armament Depot, or Royal Fleet Auxiliary vessel worldwide with the requested item, or a recognized and approved alternative, from the closest geographical location to the demander. Responsible for day-to-day operations of a computer bureau including recruiting, job scheduling, computer operations, technical support, data preparation, output handling, and physical security.
